The purpose of standard photographic neutral density filters is to allow the photographer greater flexibility to change the aperture or exposure time, allowing for more control, particularly in extreme circumstances.

ND filters appear gray and reduce the amount of light reaching the film, they have no affect on color balance.
A ND 8 filter has a filter factor of 8, Transmission Range Fractional % of 1/8 and an exposure increase in stops of 3. Density = .90
