Ship and Sugar is the final report of the External Transportation Project. The two principal objectives of this project were; 1. Assemble in one volume as much basic information about Puerto Rico's external transportation as could be found. and 2. Describe and analyze various aspects of Puerto Rico's external transportation, particularly ocean freight moving between the Island and the United States mainland.

Their sources included cases decided before the Federal Maritime Board and its predecessors; reports of various Federal and Insular agencies, investigatory boards and committees; general books on Puerto Rico; correspondence in the files of the Insular Government; persons employed by the Insular Government; and records of the
